Texas runs SNAP through the Health and Human Services Commission (HHSC). Benefits load onto a Lone Star Card that works like a debit card at any authorized retailer in the state. In 2026, the gross income limit is set at 130% of the federal poverty line, and Texas uses BBCE rules that eliminate the asset test, so your car, savings, and retirement accounts do not count against you. The calculator above gives you an instant estimate using the same 2026 HHSC income thresholds and deduction rules.
Texas SNAP at a Glance: 2026 Quick Facts
Texas SNAP Income Limits for 2026
HHSC checks two income numbers when reviewing your application. The first is gross income, which is everything your household earns before taxes. The second is net income, what is left after HHSC subtracts allowable deductions like housing costs, childcare, and out-of-pocket medical expenses for elderly or disabled members. Both numbers must fall at or below the federal limits for your household size.
Texas applies the standard federal gross income test at 130% of the poverty line. Through Broad-Based Categorical Eligibility (BBCE), the state eliminates the asset test, so your savings account, paid-off vehicle, and retirement funds do not disqualify you. Income matters; assets do not.

How to Apply for Texas SNAP Benefits in 4 Steps
The fastest path is the YourTexasBenefits.com portal, which HHSC runs for all public assistance programs. You can also apply by phone, in person at any HHSC office, or by mailing Form H1010. Most applicants finish the online form in 20 to 30 minutes if they have their documents ready.
Gather your documents
You will need proof of identity (driver license, state ID, or birth certificate), Social Security numbers for everyone applying, last 30 days of pay stubs or other income proof, rent or mortgage statement, recent utility bills, and childcare or medical expense receipts if you want them counted as deductions.
Submit the application
Go to YourTexasBenefits.com and create an account, or start a single application without one. You can save your progress and return later. The portal also lets you apply for Medicaid, TANF, and CHIP at the same time. If you cannot apply online, dial 2-1-1 from any phone in Texas and an operator will help you.
Complete the HHSC interview
A caseworker will call you, usually within 7 to 10 days, to review your application. Have your documents in hand. If you miss the call, HHSC leaves a message with a callback number, and you have 30 days to complete the interview before the application is denied.
Receive your Lone Star Card
If approved, your card arrives by mail in 5 to 7 business days. Benefits are loaded retroactively to your application date. You will need to call the number on the card to set your PIN before you can use it.
Tip: The day you submit your online application counts as your filing date, even if you have not finished the interview or uploaded all your documents. This matters because benefits are prorated from that day forward, so filing a day earlier can mean a slightly larger first-month deposit.
How Long Texas SNAP Approval Takes
Standard SNAP applications in Texas are processed within 30 days from the filing date. During that window, HHSC schedules your interview, verifies your documents, and mails the decision letter. If you qualify for expedited SNAP, your Lone Star Card is loaded within 7 calendar days, but you still need to complete the interview and paperwork within 30 days to keep receiving benefits beyond the first month.
You qualify for expedited processing if your household has less than $150 in monthly gross income and less than $100 in liquid resources, or if your combined rent and utilities exceed your monthly income. HHSC screens every application for expedited eligibility automatically, so you do not need to request it.
Important: If you do not complete the interview within 30 days of filing, HHSC will deny your application, even if you clearly qualify on income. You would then have to start over. Check your mail and phone messages daily after you submit, and return the caseworker’s call the same day.
Texas Lone Star Card and EBT Deposit Schedule
The Lone Star Card is the EBT card Texas uses for SNAP and TANF benefits. It works like a debit card at any authorized retailer in the United States. You can swipe it at grocery stores, supermarkets, farmers markets, and participating online retailers including Walmart, Amazon, Aldi, and H-E-B.
Benefits are deposited once a month on a staggered schedule based on the last digit of the head of household’s Social Security number or case number. The schedule runs across the first three days of the month.
| SSN or Case Number Ends In | Benefits Available On |
|---|---|
| 0 or 1 | 1st of the month |
| 2 or 3 | 2nd of the month |
| 4 or 5 | 3rd of the month |
| 6, 7, 8, or 9 | 3rd of the month |
If your deposit day falls on a weekend or holiday, benefits still load on schedule, since the system is automated. Unused benefits roll over month to month, but accounts with no activity for 279 days are flagged for closure.
Check your balance four ways: call the Lone Star Card help desk at 1-800-777-7328, log into YourTexasBenefits.com, use the YourTexasBenefits mobile app, or read your last grocery receipt.
What You Can and Cannot Buy with Texas SNAP
Federal SNAP rules apply to the Lone Star Card, which means the same items are eligible in Texas as in every other state. The general rule is that any food meant to be prepared and eaten at home is allowed, while hot prepared food and non-food items are not.
Allowed with Lone Star Card
- Breads, cereals, rice, and pasta
- Fruits and vegetables (fresh, frozen, canned)
- Meat, poultry, fish, and seafood
- Dairy products (milk, cheese, yogurt)
- Eggs and tofu
- Seeds and plants that produce food
- Snack foods, juice, and non-alcoholic drinks
Not allowed
- Beer, wine, and liquor
- Tobacco, cigarettes, and vapes
- Hot prepared foods ready to eat
- Vitamins, supplements, and medicines
- Pet food and supplies
- Paper products, soap, and cleaning supplies
- Cosmetics and hygiene items
Texas SNAP Deductions That Lower Your Countable Income
HHSC subtracts certain expenses from your gross income before deciding if you qualify. The lower your net income, the higher your benefit, so it pays to claim every deduction you are entitled to. Many Texans leave money on the table by forgetting to declare medical expenses or childcare costs.
If anyone in your household works, HHSC automatically subtracts 20% of their gross wages. This rewards work and is built into the calculator above.
A flat amount based on household size, currently $204 for 1 to 2 person households and scaling up for larger families. No documentation needed.
Rent or mortgage, property taxes, insurance, and utilities (electricity, gas, water, phone) count. HHSC uses a Standard Utility Allowance (SUA) if you do not want to track individual bills. The 2026 cap is $712 for households without an elderly or disabled member; no cap applies if someone is 60 or older or disabled.
For households with a member 60 or older, or receiving disability benefits, out-of-pocket medical expenses over $35 a month are deductible. This includes prescriptions, co-pays, dental, vision, and transportation to medical appointments.
If you pay for childcare, after-school programs, or adult daycare so you can work, look for work, or attend training, those costs are deductible in full.
Legally obligated child support payments you make to a non-household member are subtracted from your gross income.
Who Does Not Qualify for SNAP in Texas
Most Texans who apply and meet the income test will be approved, but a few categories of applicants are barred by federal law. If any of these apply to your household, you can still apply for the other members, but the disqualified person is not counted in the household size or benefit calculation.
- Strikers: People currently on strike are not eligible during the strike, though other household members may still qualify.
- Certain non-citizens: Undocumented immigrants and some lawfully present non-citizens (without 5 years of residency or qualifying status) cannot receive SNAP themselves, but can apply for eligible children in the household.
- ABAWDs without work hours: Adults 18 to 64 without dependents must document 80 hours of work, training, or volunteer time per month, or lose benefits after 3 months in a 3-year period. Texas enforces this rule statewide in 2026.
- Persons disqualified for fraud: Anyone convicted of SNAP or TANF fraud is temporarily disqualified, typically 12 months for the first offense, 24 months for the second, and permanently for the third.
- Fleeing felons and probation or parole violators: Persons with active felony warrants or in violation of probation or parole conditions are not eligible.
Texas SNAP Recertification: Keeping Your Benefits
Most Texas households are assigned a 12-month certification period. Households with an elderly or disabled member and no earned income may receive a 24-month certification, and elderly homeless individuals can be certified for up to 36 months. About 45 days before your period ends, HHSC mails a recertification packet to the address on file.
You must complete the recertification form, attend a new interview, and submit updated income and expense documents before the deadline. If you miss the deadline, your benefits stop, and you would need to file a new application. Filing the recertification on time means benefits continue without a gap.
Midway through your certification period, most households must also file a periodic report (sometimes called SAR-7 in Texas) updating income, household composition, and address. Mark these dates on your calendar the day you are approved.
Common Texas SNAP Mistakes That Delay Approval
If anyone in your household is 60 or older or disabled, co-pays and prescriptions over $35 a month add up. Many applicants skip this step because gathering receipts feels like a chore, but it can raise your benefit by $50 to $100 a month.
HHSC uses a Standard Utility Allowance that bundles electric, gas, water, and trash into one flat number. If your actual bills are lower than the SUA, claiming the SUA gets you a larger shelter deduction. The calculator above defaults to the SUA.
HHSC caseworkers call from blocked numbers and unfamiliar area codes. If you screen calls from unknown numbers, you may miss the interview and lose 30 days of eligibility. Answer every call after you apply, even if it looks like spam.
SNAP household rules are about who buys and prepares food together, not who is on the lease. If you share meals with a roommate or a parent who buys groceries with you, they may need to be on the application. Leaving them off can trigger an overpayment later.
If you do not use your card for 279 days, HHSC closes the account and you lose any remaining balance. Even a $1 purchase every few months keeps the account active.

Texas SNAP Eligibility Rules: Beyond the Basics
How BBCE Works in Texas
Broad-Based Categorical Eligibility is a federal option that lets states streamline SNAP by linking it to a non-cash TANF benefit. Texas adopted BBCE, which means two important things for applicants. First, the resource test is eliminated, so your savings, retirement accounts, and vehicles do not count against you. Second, families receiving certain TANF-funded services can move straight into SNAP without going through the standard gross income test a second time.
The catch is that Texas kept the standard 130% FPL gross income limit. Some other BBCE states raise that to 200% FPL, but Texas does not. So while your assets are safe, your paycheck still has to clear the federal gross income threshold for your household size. Use the table above to confirm your number falls at or below the line before you start the application.
College Students and SNAP in Texas
Most college students aged 18 to 49 enrolled at least half-time cannot get SNAP on their own, but there are exceptions. If you work at least 20 hours per week, participate in a federal or state work-study program, receive TANF cash assistance, care for a child under 6, or are enrolled in certain SNAP Employment and Training programs through Texas Workforce Commission, you may qualify. Students at community colleges and trade schools should ask their financial aid office about a TANF-funded referral that can unlock eligibility.
Elderly and Disabled Texans: Special Rules
Households with someone 60 or older, or receiving disability benefits like SSI, SSDI, or VA disability, get three breaks. There is no cap on the excess shelter deduction, so the full cost of rent, mortgage, and utilities can be subtracted. Out-of-pocket medical expenses above $35 a month are deductible. And certification periods can run 24 or 36 months instead of the standard 12, meaning fewer recertification appointments.
Expedited SNAP: The 7-Day Path
If your household has less than $150 in monthly gross income and $100 or less in liquid resources, OR your combined rent and utilities exceed your monthly income, HHSC must process your application within 7 calendar days. You still need to complete the interview within 30 days to keep benefits going, but the first payment lands fast. HHSC screens every application for expedited eligibility, so you do not have to ask for it.
ABAWD Work Requirement in Texas, 2026
Able-Bodied Adults Without Dependents (ABAWDs) aged 18 to 64 must document 80 hours per month of work, job training, or volunteer time to keep SNAP beyond 3 months in any 36-month period. Texas enforces this rule statewide in 2026. If you lose hours at work or your training program ends, contact your caseworker immediately to avoid a gap. Texans in areas with high unemployment may qualify for a temporary waiver, but those waivers are narrower in 2026 than in prior years.
Household Composition: Who Counts on the Application
A SNAP household is defined by who buys and prepares food together, not by who is on the lease or who is related. A roommate who shops and cooks separately can be excluded. A parent who lives with you and shares meals must be included. A boarder who pays you for room and board is generally not part of the SNAP household but may have to file separately.
If you live with people who do not want to be on your application, you can still apply for yourself and any dependents who share food with you. Be prepared to explain the living arrangement during the interview. Misstating household composition is the most common reason Texas HHSC issues overpayment notices months later, so answer the questions honestly even if the answer seems to disqualify you.
Texas SNAP Contact Information and Regional Resources
Regional Food Banks Serving Texas
Texas is served by 22 regional food banks that are part of the Feeding Texas network. They distribute emergency food to local pantries, soup kitchens, and shelters in every county. If your SNAP benefits do not stretch to the end of the month, or you are waiting for your application to be processed, contact your regional food bank. Using their services does not affect your SNAP eligibility in any way.
Find your nearest food bank by visiting feedingtexas.org or dialing 2-1-1 and asking for the closest food pantry.
Free Application Help in Texas
If you cannot apply on your own, community-based organizations can help at no cost. Community Health Workers (promotoras de salud) at federally qualified health centers, SNAP outreach workers at regional food banks, and benefit counselors at Area Agencies on Aging all assist with the YourTexasBenefits application. They can also help you gather documents and prepare for the interview.
Legal aid organizations including Texas RioGrande Legal Aid, Lone Star Legal Aid, and Legal Aid of NorthWest Texas represent clients in SNAP appeals and overpayment disputes at no cost for those who qualify financially.
If Your Texas SNAP Application Was Denied
You have 90 days from the date on the denial letter to ask for a fair hearing. You can request the hearing by calling 2-1-1, by writing to the HHSC Civil Rights Office, or by submitting Form H4800 through YourTexasBenefits.com. Benefits can sometimes continue during the appeal if you file within the deadline.
Common denial reasons that get reversed on appeal include HHSC miscalculating household composition, missing deductions the applicant was entitled to, or denial based on income that the applicant no longer receives. Gather pay stubs, lease agreements, and medical bills before the hearing.
