How Mississippi MDHS Runs Food Stamps

About 363,300 Mississippians received SNAP in an average month in fiscal 2025, per USDA data. That is 12.3% of the state โ one of the higher participation rates in the country. The average benefit works out to roughly $192 a person.
Some households pull the $298 single-person maximum. Others land on the $24 minimum. The difference is household size and which deductions got counted, and that last part is the whole story in Mississippi.
No BBCE in Mississippi
Mississippi is one of the states that does not use BBCE. That is Broad-Based Categorical Eligibility, the rule many states use to push the gross income ceiling to 200% of poverty and waive the asset test. Mississippi never opted in.

People assume the rules match Tennessee or Louisiana. They do not โ the rules are tighter in Mississippi, and knowing that before you apply saves a denial.

What you do not spend rolls over. The trap is the 274-day rule: if the card sits unused that long, the state expunges the balance.

The grocery store problem is real in the Delta. From Ruleville or Belzoni, the closest full grocery can be 25 miles away. Walmart and Amazon both take the EBT card online in Mississippi โ delivery and pickup โ and Aldi accepts SNAP through Instacart.
For older relatives who stopped driving, online ordering with curbside pickup can be the difference between eating well and skipping meals. Plan for the fee before you order, because SNAP never covers delivery fees or tips.

The Real 2026 Numbers for Mississippi
Mississippi runs the federal floor. The gross income ceiling is 130% of poverty โ the minimum standard the federal government sets.
In dollars for FY2026, effective October 1, 2025: one person, $1,696 gross per month; two people, $2,292; three, $2,888; four, $3,483.
The Net Income Test and the Big Exception
The net income test still applies at 100% of poverty after deductions โ $1,305 for one, $2,680 for four. Most households that clear the gross test clear the net test once deductions are run.
There is one big exception: when anybody in the household is 60 or older or receives disability benefits, the gross test does not apply at all. Only the net test counts.
The 130% line is the line. If your gross income is over it, Mississippi will not approve you โ unless an elderly or disabled member moves you into the net-test-only group.
At $3,483 for a family of four, a $60 weekly raise can cross the ceiling. Check the SNAP income limits for every household size before you count on qualifying.

Coming October 2026: The FY2027 Numbers
Heads up for October 1, 2026: USDA's annual adjustment raises the maximum allotments to $306 for one person, $562 for two, and $808 for three. The resource limit for households with a member 60 or older or disabled rises to $4,750.

The Top End of What Mississippi Sends Out
The ceiling for one person in Mississippi is $298 a month โ what you get if your net income hits zero after deductions. Two people max out at $546, three at $785, four at $994. Each additional person adds $218, per the MDHS table.
The program assumes you spend 30% of your net income on food. For every dollar of net income you have, the benefit drops by 30 cents. That is the whole formula, and nothing about it is Mississippi-specific.
A three-person household with $1,200 in net income gets $425 a month. Maximum allotment, $785; subtract 30% of $1,200 โ that is $360 โ and $425 is left.
Every deduction pushes net income down and the benefit up. That is why two families with the same gross income can land far apart on the card.
Maximum minus 30% of net equals your monthly benefit. One and two person households get a $24 minimum even when the formula spits out less.
If the formula gives zero or a negative number, there is no benefit at all. That is exactly why the deduction list below matters so much.

The maximum for one person in Mississippi for 2026 is $298. That number only applies when your net income is zero after deductions. The program assumes you spend 30% of your net income on food, so any income you bring in trims your benefit.
What Mississippi Will Let You Subtract

On $1,800 gross from a warehouse job, $360 comes off before any other math happens. The 20% lands first, and the rest of the deductions stack on top of it.
Dependent Care Deduction
Childcare comes off dollar for dollar when it lets you work, look for work, or attend training. Adult daycare for an elderly parent so you can work counts too.

Medical Deduction
Medical costs over $35 a month come off for household members who are 60 or older or receive disability benefits. Prescriptions, copays, dental, eyeglasses, mileage to appointments, and Medicare Part B premiums โ about $203 a month in 2026 โ all count.
A retiree paying $290 a month out of pocket at the pharmacy gets a $255 deduction. Elderly households are the ones most often sitting on this deduction without claiming it.
Child Support Deduction
Court-ordered child support you pay for a child outside your household comes off the top. Current payments and arrears both count, and the court order is the proof. Plenty of applicants never find out support counts โ it is one of the most-missed deductions in Mississippi.
Shelter Deduction
The shelter deduction is the big one. Rent or mortgage, property taxes, and utility costs above half your countable income come off.
The FY2026 cap is $744 a month for households without an elderly or disabled member. There is no cap when somebody is 60 or older or disabled. A retired couple paying $1,400 rent claims the full excess shelter deduction โ often worth hundreds a month on its own.
Walking an Application Through MDHS
You apply through the MDHS Common Web Portal at myresources.mdhs.ms.gov, in person at your county office, or by mailing a paper application. The portal is the fastest route and saves your progress if you need to come back. County offices take walk-ins, but busy offices mean long waits โ pick whichever option you will actually finish.
Get your papers together before you start. Bring a driver license or state ID, four weeks of pay stubs, and your benefit award letters if any. Add a rent receipt or lease, recent utility bills, childcare receipts, pharmacy receipts if you claim medical, and the child support court order.
The more you bring on day one, the fewer verification calls your caseworker has to make. A complete file is the difference between a 30-day approval and a months-long back-and-forth.
If your household has less than $150 in gross monthly income and under $100 in cash, ask for expedited SNAP. MDHS must process those cases in 7 calendar days instead of 30.
You do not fill out a different form โ tell the caseworker you need expedited service at intake. The screening happens during the interview, and most people never learn to ask.

The 80-Hours Question in Mississippi
The 80-hour rule is the part that catches the most people. If you are 18 through 64, not disabled, and have no child in the household, you owe 80 hours a month of work, training, service, or a mix.
That is about 20 hours a week. Miss it and SNAP cuts off after 3 months in a 36-month period.
The exemptions are the part people miss. Pregnancy counts, as does a documented physical or mental condition that limits work.
Caring for a child under 14 โ lowered from 18 by the 2025 federal law โ or an incapacitated adult counts. Earning at least $580 a month, which is 80 hours at the federal minimum wage, counts too.
One warning for 2026: the old blanket exemptions for veterans, people experiencing homelessness, and former foster youth were removed nationwide on November 1, 2025. Those households now need the work hours, an E&T slot, or a different exemption like a medical condition.
MDHS runs an Employment and Training (E&T) program, and hours spent in it count toward the 80. Job search help, GED classes, and short-term vocational training at community colleges all qualify, free of charge.

What Changed on November 1, 2025 (the 2025 Federal Law)
The 2025 federal budget law (OBBBA) rewrote the ABAWD rules nationally, and Mississippi enforces them as written. The age range went from 18-54 to 18 through 64, so adults in their late fifties and early sixties now face the time limit.
The caregiver exemption tightened too: it used to cover parents of children under 18, and now it covers parents of children under 14. The blanket exemptions for veterans, people experiencing homelessness, and former foster youth were removed. None of those groups get a free pass anymore โ they need 80 hours, an E&T slot, or a different exemption like pregnancy or a documented medical condition.
If you were on SNAP before and lost benefits at the 3-month mark, recheck the exemption list against your situation now. Mississippi enforces the federal rules as written, so there is no state cushion here. Households still qualify past the time limit while receiving disability benefits, caring for an incapacitated adult, or meeting the earnings test of about $580 a month.
Where the Card Swipes in Mississippi

The third scenario is the one people miss. The couple's gross of $2,200 would fail a 130% test for two people โ but one member is 60 or older, so the gross test never applies.
Deductions alone take the case from denied to $184 a month. That is why an MDHS caseworker asks about age and disability first, not income.
What This Calculator Cannot Tell You
No estimate replaces the MDHS decision, and it is worth being honest about the gaps. Three things move the final number in ways a web calculator cannot see.
MDHS applies a standard utility allowance when you pay heating or cooling separately โ often higher than your actual bills. Partial first months get prorated, and self-employed income gets averaged across the year. Immigration status matters too: U.S.-citizen children can qualify in mixed-status households even when some adults cannot.
Treat the result as a screening tool, not a promise. The MDHS interview settles the final math, and the deductions you document there decide the rest. When in doubt, claim the deduction and bring the receipt.

Mississippi runs Simplified Reporting for most SNAP households โ you report changes only at recertification, with two exceptions. Report within 10 days if your income goes above 130% of poverty for your household size. Report within 10 days if somebody wins the lottery or gets a lump sum that pushes assets over the limit.
